Until now, skill development missions have largely been government-run, lacking the desired link to market demand.Special efforts are needed to align skills with demand, giving employers and enterprises a significant role in designing and implementing vocational training programs tailored to market needs. This should also include the management of Industrial Training Institutes (ITIs) and the development of faculty. A framework needs to be developed to encourage private investment in vocational training through Public Private Partnerships (PPPs).To mobilize the required investment, state-of-the-art ITIs need to be established.
