Had Dasharatha shown pettiness, it would have been difficult for Rama to become great. The King of Ayodhya faced a difficult problem. He had to fulfill both his promise and his love. Both were in conflict with each other. Keeping his promise meant throwing away his love for Rama, and fulfilling his love meant losing his true resolve. He did both.
