Two projects worth 1,000 crore rupees each were approved by the World Bank at the Indian Council of Agricultural Research, New Delhi. A significant portion of these projects involved computerizing the countrys agricultural sector and providing internet access. I was appointed Assistant Director General of this project. Upon my selection, I was given full responsibility for computerization in writing. A Project Implementation Unit (PIU) was also formed for the project, in which I was included. When I began managing the entire project, and specifically monitoring the computerization process, I discovered significant mismanagement and irregularities. When I initiated action to correct these issues, I discovered that the Councils Director General, Deputy Director General, Assistant Director General, and the Agriculture Minister, Mr. Nitish Kumar, were also involved in the scams. The investigations were hushed up, and the corrupt individuals remained unpunished. On the other hand, Mr. Nitish Kumar was so enraged by my exposure of the scam that he had me investigated seven times under various circumstances. Yet, when he found no fault, he ruined my annual progress report and, on that basis, dismissed me from service, despite the absence of any regulations. The case is still pending in the Supreme Court. This account of corruption flourishes is presented as a lived account of reality. Almost all the characters are alive, and their corruption is mentioned by name.
