Dr. Sinha was a Minister in Bihar in 1971 and a Minister of State Labour and Parliamentary Affairs in the Janata Party Central Government led by Sri Morarjee Desai (1977-79). Dr. Sinha has been a social and political activist for the last five decades. He has several books to his credit.
